Through 13 different indicators Times Higher Education evaluates universities learning environment, volume and quality of research, internationalization, among other characteristics.
Before revealing this ranking, it is worth clarifying that this list considers only educational institutions from the last countries that joined the European Union. Thirteen nations that since 2004 are known internationally as the New Europe, whose educational effort tries to catch up with the distinguished universities of the region.
The London based educational weekly Times Higher Education, annually analyzes all the universities worldwide. Through 13 different indicators, it evaluates the learning environment, volume and quality of research, internationalization, among other characteristics.

- Charles University in Prague – Czech Republic
- Semmelweis University – Hungary
- University of Warsaw – Poland
- Masaryk University – Czech Republic

The first place, the University of Tartu, founded in 1632, is the educational institution with the best reputation of the Baltic countries. It currently has more than 14,000 students and has 23 international programs taught in English. The second place, the Technological University of Cyprus, despite having started activities in 2007, is considered one of the most modern institutions in the region.
Although these ten educational institutions are far from having the reputation of prestigious European universities, such as Oxford or Cambridge, in the United Kingdom, they have improved the quality of their educational programs, increased research production and adopted technology efficiently.
